How To Make Apps Available To All Users Windows 10

If that app was downloaded from the Microsoft Store, so that App is tied to your Microsoft Business relationship and y'all cannot share that with other users on your PC
If that is a tertiary party application, and so if you put a shortcut for that application into the Public Desktop folder, that will appear on all users Desktops . .
The Public Desktop folder is located at C:\Users\Public\Public Desktop

You can share purchased Apps with Family members, who are office of your Microsoft Family are the other users Microsoft Family unit members
